The proposed 18-month project is designed to provide a vehicle
to bring together a select group of individuals with expertise in
the service needs of people with disabilities and the shaping of
public policy to address the problem of fragmented service structures
which threaten the quality and continuity of health care and related
services for people with disabilities. There is some urgency related
to this issue as: (1) the health care landscape is altered through
the inclusion of managed care organizations; and (2) greater leeway
is being provided to states through more extensive use of block
grants and concomitant loosening of Federal control over service
programs. Both of these developments have the potential to dramatically
alter the scope and manner of delivery of services to persons with
disabilities.
The objectives of this projects are to: (1) identify and secure
the active participation of key individuals nationally as members
of the Blue Ribbon Panel on Personal Assistance Services for People
with Disabilities; (2) provide the functional framework for bringing
the Blue Ribbon Panel together to identify key service uses, relevant
research or service demonstration findings, information gaps, and
jurisdictional or other concerns that impinge on disability policy
development; (3) coordinate the activities of the Blue Ribbon Panel
toward development of concrete policy recommendations relative to
persons with disabilities and their service needs; (4) guide the
Panel in reaching consensus on specific recommendations that will
be most effective in promoting development of service strategies
and systems that are health effective and that promote independence
for people with disabilities; and (5) disseminate the results of
the Blue Ribbon Panel to target audiences-including legislative
and regulatory agency personnel, researchers, rehabilitation professionals,
and consumers and advocacy groups representing consumers-for the
purpose of encouraging adoption of recommendations that were identified
by the Panel as most important in assuring that adequate and appropriate
health care and related services are available to people with disabilities.
The end product of this project is intended to be not only the
specific policy recommendations alluded to above, but also a realistic
strategy for fostering their implementation at appropriate levels.
Persons identified to serve on the Panel have the knowledge and
experience necessary to assure that these end products are realized.
