Training and Technical Assistance Needs from the 
704 Center Reports
Fiscal Year 1998

 

This report consists of the compilation of a review of 194 II-C(b) sections which were categorized  using the system developed for the review of the 1994 and 1995 reports.  The vast majority of the expressed needs were classifiable under this system, those that did not and were mentioned at least five times are listed later in this report.

Unlike last year’s reports, which were contained on computer disks, the 1998 reports were hard copy. While the total number of reports reviewed for both years were similar, 229 for 1997 and 231 for 1998, absent II-C(b) sections were reduced dramatically, 99 for 1997 v.s. 37 for 1998. 

Below is a list of the 19 categories and their sub-categories and the number of times each was expressed as a need by the CILs.  Please note that the total for each category is listed opposite the category title and is the sum of the sub-category totals.  General or nonspecific needs are listed as a separate sub-category, e.g. 1.0.

It should be noted that both program management/staff development and applicable laws are categories that contain numerous sub-categories that may not lend themselves to amalgamation into single trainings. The other high ranking needs might be able to be addressed as individual trainings. For further insight a list of the top ten most often mentioned individual categories is also provided.

In looking at the relative changes in the frequency of expressed needs form 1997 to 1998 one must keep in mind the larger number of reports compiled in 1998 (194) as compared to 1997 (130). In order to accurately gage these changes one should assume that any category should show a proportionate increase in the frequency of its mention, e.g. about 50%. 

Taking this into account only four major categories showed significant increases,

Some individual sub-categories showed very large increases but at times the low number of reported needs allowed a small increase to translate into a large percentage increase. With this in mind the following list omits changes in categories where both year's totals are less than ten.

There were no large percentage decreases in any of the major categories, however, for the reasons stated above any decrease in reported needs is significant. Those categories that had at least a 10% decrease are listed below.
