If you do NOT see your state or name under a subcommittee that you signed up for at the 2003 SILC Congress, or if you see an additional committee you would like to commit to work on please let Maris Burton, NCIL SILC Sub-committee Chair, know at Scilcdir@aol.com.

Some of the SILC Congress delegates mistakenly signed up for committees that did NOT make the final selection by the SILC Congress. If this was the case for you please sign up for whichever final sub-committee(s) that you want to be on now.

If you state is listed under a committee but does NOT have any person identified please let Maris know WHO from your state will be working on that committee.

If your state is not listed under any of the committees we encourage you to sign up by letting Maris know what state you are from and who will be working on which committee.

The Region VI Rehabilitation Continuing Education Center (RCEC) is offering our Bridgeworks teleconferencing services for each sub-committee to conduct their committee meetings. This means that the RCEC will pay for the conferencing ability and individual participants must pay their own long distance charges. Each committee member will be given their bridge line number and calling instructions by their Committee Chair. When you receive your instructions please NOTE that the bridge line works automatically with no operator. If you are the first person to call in for your scheduled meeting, the line will ring and will continue ringing until the second person calls in and then you are immediately "connected" as a conference.

As one of the NAP facilitators I want to thank you for the opportunity of working with you on such groundbreaking work for the SILC Congress. I am honored and appreciate being a part of such a powerful process with the potential of great impact for all of us with disabilities!

Original DISCUSSION that originated from the 4 NAP breakout sessions regarding the action items that were voted to become SILC Congress subcommittees:

Additional Duty of the NCIL SILC Subcommittee
Educate SILCs about their core Rehab Act roles and responsibilities including that SILCs may support political initiatives. Possible strategy: write legal paper with legal citations affirming this Note: this should be the central function of the SILC subcommittee

SILC Youth Subcommittee
Advocate to make sure all SILCs have youth representation. Notes: 1) must be an amendment to become law 2) youth = 16-22 3) age at beginning of service should be younger than 19 and pre-employment 4) develop a national youth leadership education program to ensure future leaders.

RSA-Related Subcommittee
1. Advocate to have an RSA commissioner who truly understands and embraces IL philosophy and has experience in implementing all Rehab programs with an emphasis on IL programs
2. Advocate to adopt Region III SILCs' Position Paper. See attached paper about advocating abolishing RSA unless 1) The present Commissioner is replaced and 2) Consumer control is implemented at the Federal level. Notes: 1)there is interest to go further and ensure all governmental systems which enforce the Rehab Act embrace what the Act is about and have unequivocal commitment to IL philosophy 2) alternate strategy may be to advocate above the RSA commissioner 3) raise a legal defense fund for litigation 4) as a 1st step, support NCIL's Rehab Act position paper regarding RSA consumer controlled council before supporting this action item 5) consider a class action lawsuit against RSA
3. Advocate ensuring RSA enforces the Rehab Act. Notes: do we want to focus on this before reauthorization?

Rehab Act Reauthorization Subcommittee
Advocate for reauthorization of an amended Rehab Act. Notes: 1) focus on SILC and CIL related issues (Title VII) 2) advocate specifically for direct funding to SILCs 3) to receive direct funding, require evidence of compliance 4) focus on all titles of the Act 5)this is essential 6) support NCIL's position paper on this issue 7) if states have specific points where they disagree with paper, write additional papers 8) consider an amendment which requires SILC appointees to make a certain % of meetings, consider students' schedules.

MICASSA Subcommittee
Support passage of MiCASSA and implementation of Olmstead. Notes: expand Olmstead advocacy efforts to look at those at high risk for being institutionalized. Transitioning people out and diverting people from going in.

Civil Rights Restoration Subcommittee
Take strong position/ actions on maintaining integrity of civil rights laws including the ADA. Notes: some ADA issues include: Sutton nomination, state sovereign immunity. Possible strategies: 1) network with other groups whose civil rights are also in jeopardy 2) addresses judicial nominations 3) write document to help SILCs advocate to get states to waive their sovereign immunity

Voting Subcommittee
Focus on voting A-Z: 1) organize a disability lobby 2) registration drives 3) make sure people actually vote 4) Help America Vote Act Board: get SILC representation on the Board; apply for money from the Board to work on and verify poll accessibility 5) educate people about election process and how to be involved such as by working on campaigns, holding town hall meetings on disability issues etc.

 

The mission of the IL NET is to provide training and technical assistance on a variety of issues central to independent living today--understanding the Rehab Act, what the statewide independent living council is and how it can operate most effectively, management issues for centers for independent living, systems advocacy, computer networking, and others. Training activities are conducted conference-style, via long-distance communication, webcasts, through widely disseminated print and audio materials, and through the promotion of a strong national network of centers and individuals in the independent living field.
