IL  NET  TRAINING  MANUALS

Since 1994, the IL NET has been funded by the Rehabilitation Services Administration (Independent Living Branch), Department of Education, to provide training and technical assistance design to improve the management and operations of centers for independent living and statewide IL councils.We are pleased to make training support materials developed through this project available to the field via a medium that may provide greater access for people with disabilities.

  • IL & Outcome Measurement--What You Need to Know (2007) This is your introductory guide to the world of Outcome Measurements. Using a number of easy to follow examples, trainer Mike Hendricks will guide participants through the fundamentals of creating Logic Models and Outcomes, and how to successfully incorporate them in the independent living field.
    The second part of the training expands on what you learned in the previous session and delves deeper into Measurable Indicators and progress towards Outcome Measurement specific to independent living. This session will also discuss NCIL's Outcome Measures Taskforce which is developing Measurable Indicators on independent living nationwide to present to RSA for development of a newly revised 704 report!   • Inside Policy: An Advanced Training for the Next Generation of Experts (2005) Since the beginning of our movement, disability activists have shouted the rally cry of “Advocacy, Advocacy, Advocacy,” pushing our CILs and SILCs to embrace their role as systems change agents. As a result, we have become more and more successful in identifying issues that impact people with disabilities and moving to change legislation and policies that are barriers to independent living. CILs and SILCs have become competent reactionaries, sorting out the issues and devising strong alternatives to models that are contrary to IL. It is time, however, to move to the next level. Instead of reacting to issues, CILs and SILCs need to take proactive steps to change our communities. We need to learn how to write, present, and defend laws that we develop, rather than react to bills that others create. Nationally, we need to build a cadre of legislative experts. It is time to support those leaders among us who want to become specialists. This workshop is designed for those advocates who are ready to step up.   • DEFINING, MEASURING, AND COMMUNICATING SUCCESS! (2005) The competition for funding in the Federal budget is increasing all of the time, and difficult choices are being made of whom to fund at what funding levels. The Office of the Management and Budget is using a Program Assessment and Rating Tool (PART) to determine the President's budget request to Congress for all Federal programs, including Centers for Independent Living and Statewide Independent Living Councils. The PART measures both the efficiency and effectiveness of programs and to what degree significant outcomes are achieved.
