Exploring ADRC Partnership for Centers for Independent Living

About the Training

ADRCs are a hot topic in IL Movement these days for good reason. Aging and Disability Resource Centers (ADRCs) can be an opportunity to expand funding and services or a threat to independent living, depending on who you ask! When you view this training, you will hear from three CIL Directors that have substantial experience with the ADRCs in their communities. This presentation deals with the benefits and challenges of CIL participation in ADRC programs. If your CIL is considering partnership, you will want to view this training!

Target Audience

Executive directors, program managers, board members, and line staff of centers for independent living concerned with CIL-ADRC collaboration.

Learning Objectives

Upon completion of this webinar, participants will have knowledge and resources that will enable them to:

  • Identify and access resources for staying informed about the role, activities and issues of Aging and Disability Resource Centers
  • Describe benefits and advantages of collaboration between CILs and ADRCs
  • Identify examples of challenges and risks of collaboration between CILs and ADRCs
  • Describe useful practice examples of strategic approaches CILs have used to develop effective partnerships with ADRCs in order to achieve the best outcomes that consumers choose

About the Presenters

Peggy Cosner is Executive Director of the Heart of Central Texas Independent Living Center in Belton, Texas. Heart of Central Texas ILC is a partner in the Central Texas ADRC program.

Suzanne Crisp is Director of Program Design and Implementation for the National Resource Center for Participant-Directed Services. Suzanne manages and oversees aspects of design and implementation for programs promoting participant-directed home and community-based services.

Bill Henning is Executive Director of the Boston CIL in Massachusetts. Boston CIL is a partner in MetroBoston and Suffolk County ADRC programs in the Boston metropolitan area.

Mary Margaret Moore is Executive Director of the Independent Living Center of the North Shore & Cape Ann in Salem, Massachusetts. The Independent Living Center is a partner in the Aging & Disability Resource Consortium of the Greater North Shore. Mary Margaret is also Chair of NCIL’s ADRC Task Force.

    • This "ADRC Action Hub" portal shares information with the CIL Community and Aging network, including: "CIL Pathfinder for Services and Programs for Older Americans"], a joint project between the Rehabilitation Research & Training Center on Independent Living Management and the Rehabilitation Engineering Research Act, informs CILs on the Aging Network and explores areas of collaboration; extensive examination of both communities. Areas for potential collaboration between CIL and AAA organizations - including transportation, employment, emergency preparedness, housing, accessibility, community education and awareness, Deinstitutionalization, aging and disability issues, assistive technology, home modification, assisting caregivers, voting and collaborative grant development. A comparative analysis of services and programs offered by both communities. The ADRC/NCIL Principles.
    • This ADRC TA website lists new resources available that directly pertain to ADRC and the associated communities. Scrolling down to the link entitled "ADRC TAE Project Director Orientation" the reader discovers a slide deck that provides an overview and history of the ADRC Project. The resource offers an overview of the TAE website, also. This is a current resource developed in November, 2011.
    • Provides resources about the relationship between ADRCs and CILs including: ADRCs "Just the Facts" information presented to the 2011 AIRS Conference in Michigan. Discusses the various models (including CILs), fully-functioning criteria, funding sources for sustainability, and data collection. "Criteria for Fully-Functioning ADRCs" updated in June, 2010. Describes the program components, the criteria, recommended metrics, and methods to define and evaluate ADRCs. "TAE Training for Options Counselors" outlines the core functions of options counseling and includes topics to sustain partnerships and funding. "Independent Living History and Philosophy" provides the reader with an orientation by IL national staff. "Wisconsin Sample of a MOU" between the ADRC and the CIL. A Discussion Brief.
