Using State Housing Agencies to Obtain Affordable, Accessible, Integrated Housing

 

1. Amend your State's Low-Income Housing Tax Credit Allocation Plan to require that all recipients comply with Section 504 (and FHAA) accessibility requirements. Make sure your State Housing Agency then monitors IHTC compliance.

2. Remember that recipients of LIHTC are prohibited from discriminating aginst Section 8 voucher holders. Make sure your State Housing Agency requires (and the monitors) recipients do not discriminate against the Section 8 voucher recipients.

3. Many State housing agencies receive and administer Community Development Block Grant and HOME funds. Do the recipients comply with Section 504? Does your State agency monitory this compliance?

4. With regards to the CDBG funds, how much goes for persons with disabilities? Any Home Modification funds? Why no? Some states use CDBG for this?

5. What does your State Housing Agency's Consolidated Plan say about the housing needs of persons with disabilities. Review it and present testimony twice a year to focus on the needs of the disability community?

6. What has your State Medicaid Agency done to tie Section 8 vouchers with Home and Community-Based Waiver programs to ensure housing is not a barrier for disabled persons to move to the community from nursing homes? How has your State Medicaid Agency worked with the local public housing authorities that received Fair Share Section 8 vouchers in FY 2001 and 2002 on the explicit promise that a minimum number would go to persons who were disabled and who were on the Waiver?
