About the Presenter 

Dr. Gayle E. Palumbo has worked for the Rehabilitation Services Administration (RSA), a component of the U.S. Dept. of Education, since 1992. Previously, she was employed with other offices within the U.S. Department of Education, where she has worked since 1984. Dr. Palumbo has considerable experience with the Education Department General Administrative Regulations (EDGAR), as she has worked with this particular set of regulations during most of her tenure with the Dept. of Education, as a Management and Program Analyst, Grants Management Specialist, and Regional Grants Representative. She currently manages discretionary grant programs out of RSA's Region IX office in San Francisco, CA. She has a Doctorate in Higher and Adult Education from Columbia University and Master's Degrees in Higher and Adult Education (Columbia University) and Counseling (New York University).

Bob Michaels has worked in the field of disability since 1972. Initially, Bob developed and implemented programs in mental health and developmental disabilities. Since 1984, he has worked in independent living as a center director, consultant and trainer. He provides considerable training and technical assistance to the field, oversees research efforts on CILs and SILCs, writing articles and briefs on a variety of related topics. Since 1995, Bob has worked as a private consultant and trainer from his home in Tempe, AZ and serves on the AZ SILC.
