SILC, DSU and CIL Roles in Implementing the SPIL

About the Presenters

Thomas Kelley: IL Unit Chief

Has been actively involved in the development of federal education, training, disability, and human service policy for over 20 years.  Has served in the U.S. Department of Education in numerous positions such as Deputy Assistant Secretary and Director of Legislation in the Office of Legislation and Congressional Affairs (OLCA) and as an advisor on Congressional and legislative strategy to the Secretary of Education.

Tom also serves as the State Liaison for Mississippi and as the IL Unit representative for the following state teams: California, Delaware, Maine, Massachusetts, Minnesota, Montana, North Dakota, Rhode Island, Vermont and Wyoming.

Felipe Lulli: RSA IL Program Specialist

Has been with RSA since 2001 and with the IL unit since 2004. Came to RSA from the nonprofit fundraising world.

Felipe serves as the State Liaison for Puerto Rico, and as the IL Unit representative for the following state teams: American Samoa, Commonwealth of Northern Marianas Islands, District of Columbia, Georgia, Guam, Hawaii, Indiana, New Jersey, New York, Virginia and Puerto Rico.

Sean Barrett: RSA IL Program Specialist

Came to RSA in July of 2005 from the Disability Resource Connection in Everett, Washington where he was the Executive Director.

Sean serves as the State Liaison for Washington and Arizona. He is also the IL Unit representative for the following state teams: Colorado, Illinois, Iowa, Kansas, Missouri, New Mexico, Oregon, Tennessee and Virgin Islands.

Pamela Hodge: RSA IL Program Specialist

Came to RSA with 23 years of experience in the IL and disability arenas. She is a former executive director for a CIL and has provided the four core IL services to people with disabilities.

Pamela serves as the State Liaison for Alaska and Alabama and is the IL Unit representative for the following state teams: Arkansas, Connecticut, Kentucky, Maryland, Ohio, Oklahoma, South Carolina, and Texas.

Elizabeth Akinola: RSA IL Program Specialist

Came to RSA from the Endependence Center of Northern Virginia - Arlington, VA where she was the Director of Community Services between January of 05 and September of 06.

Elizabeth serves as the State Liaison for New Hampshire, and as the IL Unit representative for the following state teams: Florida, Idaho, Louisiana, Michigan, Nebraska, Nevada, New Hampshire, Pennsylvania, Utah, South Dakota, and West Virginia.
