Course Objectives

Upon completion, participants will be able to:

  • Identify the laws and regulations governing SILCs.
  • Describe the composition and duties of the SILC.
  • Describe how SILC activities are funded.
  • Discuss creative and innovative approaches to address the SILC duties.

The course utilizes a participant text and the Internet for participant interaction. The text is designed to provide sufficient background information to make it possible for all students to assume an active role in online discussions. The centerpiece of the text will be a series of scenarios and exercises, most of which will be assigned for discussion and debate. Additional readings and videotapes will be required to enhance the participant's understanding of the topic.


Participants will read assignments in the online course manual, complete exercises assigned by the instructor, and interact daily with the instructor and other students in an online discussion forum. Participants can access the course Web site at any time of the day or night. This can be done from any computer with an Internet connection. Participants should plan on spending 1-2 hours each day reading assignments, completing course work and participating in the discussion..


Ann McDaniel is the Executive Director of the West Virginia Statewide Independent Living Council (SILC). She has both a Master’s and Bachelor’s Degree from Marshall University in Huntington, WV. Ann has worked in the independent living and advocacy field since 1985, beginning with eleven years at the Mountain State Centers for Independent Living in Huntington, WV. Under her direction, the SILC has sponsored, organized, and conducted seven West Virginia Disability Caucuses since 1997 and the WV Youth Disability Caucus in 2005.
