OVERVIEW

The City of Charlotte’s Community Relations Department is seeking a Program Access Specialist who will assist in ensuring compliance with the Americans with Disabilities Act (ADA) programmatic requirements for the City of Charlotte.

SUMMARY

This position is responsible for providing complex professional work in planning, organizing, and administering the mission of the City of Charlotte ADA Program and its functions. The Program Access Specialist will focus on implementation and management of the City’s programs, services, and activities (PSAs) as well as policies and procedures as outlined within the ADA Transition Plan. The Program Access Specialist will also assist in meeting the federal Title VI civil rights compliance requirements. Work requires the exercise of considerable independent judgment and initiative.

MAJOR DUTIES AND RESPONSIBILITIES

  • Assists the City of Charlotte ADA Coordinator with efforts to comply with Title II of the ADA.
  • Assists the City of Charlotte ADA Coordinator with efforts to comply with federal Title VI requirements.
  • Assists in the City’s efforts regarding the Self Evaluation and Transition Plan and performing annual updates to the plan, including on-going monitoring of these requirements.
  • Ensure that the City’s PSAs as well as policies and procedures are compliant with the ADA and Title VI requirements. Examples of tasks include, but are not limited to:
  • Review of City’s website for compliance
  • Analyzing departmental functions for compliance
  • Review of new city PSAs for compliance before adoption as a formal City program
  • Review of policy changes to meet ADA and Title VI requirements
  • Maintains current information regarding state and federal regulations and best practices concerning civil rights and accessibility.
  • Gathers, analyzes, interprets and concisely summarizes and reports information regarding accessibility and disability rights and related laws.
  • Actively tracks and reports on legislation and industry trends.
  • Provides training to departmental staff regarding related ADA and Title VI topics. Acts as departmental resources for civil rights related questions.
  • Drafts letters, memorandums and sends correspondences to Department employees and management.
  • Assists ADA Liaisons when developing new PSAs and policies to ensure inclusion and accessibility.
  • Assist and coordinates each Department’s efforts regarding Emergency Management concerning persons with disabilities.
  • Effectively interacts with Departmental ADA Liaisons, businesses, governmental entities and the general public as required to accomplish the goals and objectives of this position.
  • Demonstrates computer proficiency relative to all assigned responsibilities.

  • Thorough knowledge of civil rights related local, state, and federal laws and regulations relevant to program areas.

  • Preferred skill: Proficient knowledge of web accessibility through §508 and WCAG 2.0

PREFERRED QUALIFICATION

  • ADA Coordinator Certification through the ADA Coordinator Training Certification Program (ACTCP) preferred.
  • International Association of Accessibility Professionals (IAAP-website) certification preferred.
  • Proficient bi-lingual skills

MINIMUM QUALIFICATIONS

Graduation from a four-year college or university with major course work in engineering, architecture, or a related field, preferably supplemented by graduate level course work in one of these fields or any equivalent combination of experience and training in the knowledge, skills and abilities required.

SALARY

$54,380- $67,975

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
