ADRC Purpose: The Aging and Disability Resource Connection (ADRC) of Orange County is an emerging collaborative of local senior and disability service agencies, led by the Dayle McIntosh Center and the Orange County Office on Aging. The goal of the ADRC is to streamline access to long-term services and supports, provide person-centered information and counseling services, and enable community-based living for Orange County seniors and residents with disabilities. As part of the ADRC service team, this position will play a key role in implementing the ADRC’s mission, goals, and philosophy.

Position Overview: The ADRC Veterans Benefits Specialist provides specialized information and assistance (I&A) to Veterans, seniors, people with disabilities, and family caregivers by assessing needs, identifying resources, screening for program eligibility, and triaging with other service providers to ensure successful delivery of services to include the Orange County Veterans Service Office. This position is also responsible for a variety of public information and education work, and will serve as the ADRC community liaison for Veterans Services.

Essential Functions and Responsibilities:

  • Informs clients about potential benefits they may be eligible for, with a special focus on access to VA compensation, pension, and healthcare benefits;
  • Provides peer-to-peer outreach and referral to the County Veterans Services Office for all individuals identifying with a disability who served in the military during peace time and all periods of U.S conflicts;
  • Interviews applicants who may have served in the United States Armed Services, recipients, relatives, guardians, and others to determine healthcare and social service needs of clients;
  • Assists ineligible clients' access into alternative community programs, including referral to the Orange County Veterans Service Office;
  • Provides information and referral to the family members of those individuals that have served in the military who may also be eligible for entitlement to benefits through the Veterans Administration;
  • Discusses service possibilities with Veterans, military, and their families, providing as much information as possible about the limitations and strengths of each option;
  • Plans, coordinates, and facilitates community forums designed to educate social service professionals who serve Veterans, seniors, and people with disabilities;
  • Participates in a variety of community discussions to promote awareness of needs and services to Veterans;
  • Refers individuals to appropriate services both within and outside of ADRC partner agencies;
  • Collaborates with the Orange County Veterans Service Office and other core and extended ADRC partners to implement the No Wrong Door approach to services;
  • Reports on-site to the Orange County Veterans Service Office and receives direct guidance and supervision from the Veterans Services Office Supervisor;
  • Performs other duties as assigned by supervisor.

Minimum Qualifications:

  • A Bachelor's degree from an accredited college or university;
  • At least two years’ experience working with individuals with disabilities in a human services setting;
  • At least two years’ experience assisting individuals with entitlement benefits; or
  • An equivalent combination of education and experience;
  • Working knowledge of benefits available to Veterans and their dependents, public assistance programs, their application processes, and ability to operate within applicable program rules, mandates, and confidentiality policies;
  • Ability to effectively utilize plain language and adapt to a variety of communication styles and abilities;
  • Highly organized and detail-oriented;
  • Evidence of computer literacy, including ability to operate web-based eligibility screening tools;
  • Working knowledge of the Independent Living philosophy and methodology;
  • Valid California Driver's License or state identification card; car insurance, (if applicable); and reliable mode of transportation.
  • Bilingual and/or ability to communicate in ASL is preferred.

Work Environment/Physical Demands: 

Normal office temperature-controlled conditions with quiet to moderate noise level and little to no exposure to heat, dust, or fumes.  While performing the duties of this job, the employee is regularly required to remain in a stationary position working at a desk; operate a computer and other office machinery including printer, copier, and telephone; move about inside the office to access office machinery; exchange information with coworkers and the public; and may need to lift or move up to 10 pounds.
