About the Training

As an adjunct to the Medicaid 101 training, this training is designed to help Center for Independent Living staff better understand the structure of the Centers for Medicare & Medicaid Services. The presenters walk you through CMS, explaining the policies, policy makers, regulations, and applicable programs and waivers. You’ll learn about successful advocacy efforts at the national and local level that you can use to improve Medicaid and home and community-based services with your consumers.

Target Audience

This intermediate level training is perfect for Executive Directors, managers, and line staff who have some working knowledge of Medicaid. Staff and council members of SILCs may also benefit.

Learning Objectives

Upon completion of this training, participants will have knowledge and resources that will enable them to:

  • Explain the basic organizational structure of CMS, including Home and Community-Based Services entities
  • Describe the process of CMS policy development and Federal vs. State regulations
  • Identify Medicaid waivers available and strategies for obtaining CMS approval
  • Describe strategies for successful advocacy change efforts through real life examples
