2016 CIL Transition & Diversion Services Survey Study

Background

In May 2017 ILRU released three reports on its study of transition and diversion services in centers for independent living (CILs). The Rehabilitation Act of 1973, as amended by the Workforce Innovation and Opportunity Act in 2014, now requires CILs to provide three new services in addition to the four previously required. The original services were information & referral, independent living skills training, peer support/counseling, and individual and systems advocacy. The additional new services are assistance in transitioning from nursing homes and other institutions, assistance in avoiding institutionalization, and assistance to youth transitioning from school to employment, post-secondary education, and independent living.
