About the training

This training addresses the respective roles and responsibilities of the DSE, SILC, and CIL. Recent questions from SILCs and DSEs that have emerged about their respective responsibilities will also be addressed. The Administration for Community Living (ACL) Office of IL Programs Staff answer some these questions, including the following:

  • Development of the resource plan for the SILC
  • Other financial planning responsibilities (policies, review of financial statements)
  • Compliance review
  • Timely payment for expenses
  • Autonomy of the SILC
  • Things the DSE will not do
  • When the SILC utilizes DSE staff – how does that work
  • Appointments to the SILC
  • Development of the SPIL
  • Input into the Program Performance Report (PPR)

Target Audience

Staffs of the Designated State Entity (DSE), Statewide Independent Living Council (SILC), and Center for Independent Living (CIL), along with board members of SILCs and CILs.
