    Developed in 2007 by the ILRU Community Living Partnership, this 35-page guide is based on the lived experiences of consumers who participated in uncharted waters with States during the Real Choice Systems Change initiative. It was written to demonstrate that partnerships can and do work effectively. The guide is written primarily for executives, managers, and staffs of state agencies involved in planning, administering, and delivering home-and community-based services. In many instances, this group has already demonstrated its commitment to expanding and enhancing HCBS programs. The guide encourages greater collaboration in the pursuit of system transformation, through power-sharing within organizations, and the involvement of new consumer partners as full participants in the process.
