This manual is designed for online course participants to give new employees and board members of centers for independent living (CILs) a solid understanding of the philosophy of independent living and the principles that define and guide a CIL. Topics include the history of independent living, consumer control, cross-disability scope, equal access, peer relationships, self-advocacy, and CIL core services. The course also addresses the implications of the federal independent living Standards and Assurances, outlined in Title VII of the Rehabilitation Act, as amended.

New staff and board members of centers for independent living may benefit from this online course. The course may also be of benefit to Statewide Independent Living Council staff and members. It is helpful if students have already been exposed to concepts such as consumer control, peer relationships, and a cross-disability orientation to provision of services.
