The Better Care Reconciliation Act (BCRA) proposes to cap Federal Medicaid reimbursements to the states on a per-enrollee basis, effectively limiting growth to a rate at first only modestly exceeding the rate of inflation in healthcare costs and then falling below inflation.

- Weathering the Storm: The Impact of the Recession on Long-Term Services and Supports produced by AARP Public Policy Institute - This document presents preliminary findings of a 50 state survey to Medicaid Agencies and State Units on Aging. Preliminary findings are that revenue is down, but states must contend with increasing service demands, and are using a variety of strategies to make reductions. Many states reported plans to develop or expand managed long term care initiatives.

Unpaid help is provided to 92% of community residents, while 13% receive paid help. These services cost five times for nursing home residents.
