About the training

The Office of Management and Budget (OMB) has approved the new State Plan for Independent Living (SPIL) instrument and instructions. The new SPIL addresses changes to the Rehabilitation Act of 1973 that result from the Workforce Innovation and Opportunity Act of 2014, 29 U.S.C. 32, and increases the instrument’s and instructions’ clarity, conciseness, and precision.

The Administration for Community Living / Office of Independent Living Programs (ACL / OILP) held in partnership with the IL-NET National Training and Technical Assistance Center a comprehensive overview of the SPIL. Participants will learn the following:

  • Changes to the instrument and instructions;
  • Required data needed for each section;
  • Submission deadline details;
  • Submission process; and
  • Review and approval process.

Participants are encouraged to use their draft SPIL or the SPIL instrument and instructions during the webinar. The SPIL instrument and instructions document is linked above and posted on the ACL website on the Centers for Independent Living page.
